PROCUREMENT & CONTRACT MANAGEMENT

NIPDEC has over the years gained a wealth of experience in sourcing specialised goods and services for the various projects undertaken on behalf of its Valued Clients. This wealth of experience as well as its codified set of Tender Rules and Regulations has led to the natural evolution of NIPDEC?’s procurement and contract management competencies.

NIPDEC’s approach to procurement and contract management is one which encourages collaboration with our Valued Clients along every step of the procurement process; this systematic approach ensures that all our Valued Clients’ needs and expectations are met.

Our vast knowledge and experience is this area has allowed us to become the leading provider of procurement management services for the Government of the Republic of Trinidad and Tobago through its various Governmental Ministries and State Agencies.

Outlined below are some of the procurement projects NIPDEC has undertaken over the years and continues to undertake on behalf of the Government of the Republic of Trinidad and Tobago.

 

Pharmaceutical & Non Pharmaceutical Supplies

In 1993, NIPDEC was retained by the Ministry of Health (MOH) to manage the procurement, storage and distribution of pharmaceutical and non pharmaceutical medical supplies to the nation’s public health care institutions.

In February 2003, the Ministry of Health expanded its arrangement with NIPDEC to include the management of the Chronic Disease Assistance Plan (CDAP). This programme provides access to a basket of fifty one (51) pharmaceuticals items for the treatment of eleven (11) specific non communicable chronic diseases via two hundred and seventy five (275) private pharmacies.

Considering the scope of this arrangement, NIPDEC established a Pharmaceutical Division to ensure the efficient and effective management of the operations. These operations are based at the C40 Central Stores Facilities located in Chaguaramas and the day to day operations are coordinated and managed by a staffing compliment of approximately 75 employees.

Transformation Management Services

The Government of the Republic of Trinidad and Tobago has embarked on an initiative to implement a comprehensive motor vehicle solution that will facilitate the transformation and modernisation of the Licensing Division of the Ministry of Transport.

The vision for transformation includes the establishment of a new Motor Vehicle Authority (MVA), the acquisition, adoption, and implementation of a complete motor vehicle solution (including legislation, regulations, business processes, procedures, and policies) and the deployment of same throughout the Republic of Trinidad and Tobago.

NIPDEC’s involvement with this initiative commenced in 2009 having completed Phase I of the project under the then Ministry of Works and Transport (MOWT).

In March 2012, NIPDEC entered into a memorandum of understanding (MOU) with the Ministry of Transport for Phase II of the project, the continued transformation of services at the Licensing Division.

 

Specialised Professional Services

In 2009, the Government of the Republic of Trinidad and Tobago, Service Commission Division engaged the services of NIPDEC as the Procurement Agent to conduct a selection and assessment process for the selection of candidates to fill the positions of Commissioner of Police and Deputy Commissioner of Police for the Trinidad and Tobago Police Service (TTPP).

 

Specialised Equipment, Supplies & Vehicles

NIPDEC has significant experience in the procurement of specialised equipment and supplies. This experience ranges from the procurement of furniture, fixtures and equipment (FFE) to the procurement of information, communication and technological equipment (ICT).

NIPDEC possesses the capability to source any category of specialised equipment and services and general supplies required by its Valued Clients.

NIPDEC on behalf of the Ministry of National Security (MNS) procured contracts for the supply and delivery of specialised vehicles for both the Trinidad and Tobago Police Service (TTPS) – E999 Rapid Response System and the Trinidad and Tobago Fire Service (TTFS).

In 2009, the Office of the Prime Minister, National Secretariat contracted NIPDEC to serve as the Procurement Agent on behalf of the National Secretariat for the Fifth Summit of the Americas (VSOA) and the Commonwealth Heads of Government Meeting (CHOGM). NIPDEC successfully procured the services required for the implementation of both International Meetings.

 

Management Information Systems (MIS) Solutions

NIPDEC has significant experience in the provision, installation and commissioning of specialised management information systems (MIS) solutions, both for its internal and external Clients.

In 1999, NIPDEC was engaged by the Government of the Republic of Trinidad and Tobago for the supply, delivery, installation and commissioning of appropriate software solutions to facilitate the conversion of national data (data pertaining to births, adoptions, marriages, death etc) into an electronic format.

This initiative was a key component of the Population Register System which was spearheaded by the Register General Department.
